BOARD’S INTENT TO DECLARE ITSELF ‘LEAD AGENCY’ FOR ENTIRE ENVIRONMENTAL REVIEW OF 64 ACRE UNIONDALE CAMPUS BRINGS NHCC CLOSER TO REALIZATION OF ITS VISION FOR DEVELOPMENT OF THE PROPERTY TO BENEFIT NASSAU CONTY RESIDENTS

CULMINATION OF LENGTHY VISIONING PROCESS OF COMMUNITY MEETINGS RESULTS IN 64 ACRE DRAFT LAND USE PLAN THAT INCLUDES 320 BED AHP NURSING HOME, 150 BED ASSISTED LIVING FACILITY, 29,000 SQUARE FEET COMMNUNITY HEALTH CENTER, 128,000 SQUARE FEET COMMERCIAL RETAIL/OFFICE CENTER, 388 UNITS SENIOR INDEPENDENT/CONGREGATE LIVING, SOCCER FIELD, COMMUNITY CENTER AND OPEN SPACE

East Meadow, NY…….Following a recent announcement that the Nassau Health Care Corporation (NHCC) had achieved major milestones regarding the strategic agenda for the 64 acre A. Holly Patterson (AHP) campus, Arthur A. Gianelli, NHCC President/CEO today announced the beginning of the State Quality Environmental Quality Review Act (SEQRA) process with the board’s intent to declare itself “lead agency” for actions of adopting the conceptual land use plan for the development of the Uniondale campus along with major timelines for the SEQRA phases, the construction of the new AHP nursing home and the timeline for the remainder of the real estate development.

“Coupled with last month’s announcement of the NHCC’s board’s intent to declare itself “lead agency” for SEQRA purposes for the construction of a new nursing home and an assisted living facility along with the retention of a team of financial advisors, today’s announcement of the board’s declaring its intent to declare itself “lead agency” for the environmental review of the entire 64 acre Uniondale campus brings us closer to the realization of our vision for the development of the property, an invaluable initiative for an aging population and expected to have a major impact in the lives of the senior Nassau population,” stated Mr. Gianelli.
         
The culmination of an extensive process of community meetings resulted in a draft conceptual land use for the entire 64 acres Uniondale campus that includes a new 320 bed AHP extended care facility, a 150
bed assisted living facility, a 29,000 square feet community health center, 128,000 square feet of commercial retail/office center, 388 units of senior independent/congregate living, a soccer field and a community center on 4.3 acres and 4.4 acres of open space.

The NHCC had held a series of visioning meetings with the Uniondale community to obtain input from the residents, business and community leaders as to the future of the entire 64 acre parcel, as well as the construction of a new nursing home and an assisted living facility.  Uniondale community leaders had also been notified of the SEQRA environmental review process that would be required for the development of the entire parcel.
The SEQRA timeline for the construction of the new AHP nursing home includes the following:

Demolition of the existing A. Holly Patterson Extended Care Facility (“AHP”); construction of a new 320-bed AHP; construction of a 150-bed Assisted Living Facility (“ALF”); construction of a new Diagnostic and Treatment Facility:

March 5, 2008 – NHCC Board declares its INTENT to be Lead Agency for SEQRA purposes;

March 14, 2008 – Circulate Notice of Intent to be Lead Agency to Involved Agencies;

April 28, 2008 – NHCC Board formally declares itself to be Lead Agency;

April 28, 2008 – NHCC Board adopts a Negative Declaration for the action.  This completes the SEQRA process.

The SEQRA timeline for adoption of the conceptual land use plan, subdivision of the Uniondale campus into 5 lots, and disposition of a portion of the Uniondale property includes the following:

March 24, 2008 – Board declares its intent to be Lead Agency for SEQRA purposes;  Notice of Intent is circulated to Involved Agencies;

May 30, 2008 – Complete Draft Generic Environmental Impact Statement (DGEIS), which incorporates work done or underway, based on a scope to be determined by the NHCC;

June 23, 2008 – DGEIS is accepted as complete by the Board;               
July 28, 2008 – Public hearing held on the DGEIS as part of the public comment period;
August 29, 2008 – Draft of Final GEIS is completed, responding to any substantive comments raised on the DGEIS;
September 22, 2008 – Board accepts FGEIS as complete; RFP issued.

October 27, 2008 – Board accepts Environmental Findings, completing the SEQRA process;

The timeline for the AHP construction includes the following dates:
1/29/08 – Finance team assembled and commences work
3/20/08 – Survey completed
6/30/08 – Subdivisions completed
6/30/08 – Mechanicals and bid documents completed;
NHCC prepared to issue bids. 4 months to commence construction

The real estate timeline includes the following dates:
3/20/08 – Survey Completed
6/30/08 – Subdivisions Finalized
9/22/08 – FGEIS Complete – RFP for developer issued
10/27/08 – SEQRA Process Completed
12/31/08 – RFPs Due
2/1/09 – Developer Selected

“The NHCC had retained the services of a land use planning firm to review the community input from the visioning and other meetings and we now have a more comprehensive draft plan for the remainder of the property, having taken into account all the ideas and concerns brought up by Uniondale community members.  The conceptual land use plan will be the basis for further environmental review prior to any development of the remaining acreage and we remain committed to keep the community abreast of all actions taken throughout this lengthy process,” added Mr. Gianelli.
